Community Council Roles & Descriptions

Our Community Councils are vital to the development of leaders throughout the Syracuse campus.  Their actions are consistent with the visions and missions of the Office of Residence Life as well as RHA.  Below is a list of Community Councils and the halls that comprise them:

Community Councils vary in structure.  Some councils have executive boards with specific roles while others share responsibilities when planning hall-wide programs.  Large and small Community Councils have an opportunity of equal representation at RHA meetings.  RHA welcomes anyone living on campus to a RHA meeting; in addition, each Community Council is encouraged to send three voting representatives:  The Communications Coordinator (CC), Residence Hall Association Representative (RHA Rep) and Council President.  Non-position general body members may and are encouraged to petition for voting rights.  All general body members are also asked to join a committee within RHA to represent themselves and their building in campus-wide programming.  Additionally, members can request money to aid in executing hall-wide programs, through Co-Sponsorships from the RHA budget (see Co-Sponsorship Section). 
 

Position Descriptions
Please Note:

Halls may create additional positions based on student's special interests and experiences.
The Community Council Advisor will set the specific roles and expectations of those created positions.

Responsibilities

In order to maintain good standing with RHA, the following representatives of community councils shall fulfill the following responsibilities with RHA:

a. Presidents shall:
  • Attend and lead all Community Council Hall meetings;

  • Attend and participate in all RHA General Body Meetings;

  • Attend Community Council President’s Roundtable meetings;

  • Join and participate in an RHA committee;

  • Attend all RHA events

  • Maintain general communication with RHA concerning the business of their communities;

  • Host RHA meetings (approximately one per semester) with a unique theme;

  • Attend the RHA Mixer and Leadership Night 

b.     Community Council Representatives shall:

  • Attend and participate in all RHA General Body Meetings;

  • Join and participate in an RHA Committee;

  • Attend all RHA events, or send a representative (who may not be the President) in their place;

  • Give a report of their councils events and activities during RHA General Body meetings;

  • Give a report of RHA events and activities to their Community Council, ARD, and Resident Advisors;

  • Act as the voice for their Community Council by acting in the interest of and reporting the concerns of residents;

  • Be responsible for dispensing materials and information from RHA General Body meetings to their council;

  • Provide RHA’s programming resources to their Community Council, including RFI files, facilitation guides, records from the RHA programming database, and equipment;

  • Keep Community Council members aware of national and regional news;

  • Attend the RHA Mixer and Leadership Night

c.      Treasurer shall:

  • Attend Community Council Meetings;

  • Assist the Community Council Advisor in maintaining the budget;

  • Help to prepare Co-sponsorship proposals to the RHA Finance Committee;

  • Keep an accurate record of the budget and provide a budget report update to their Community Council;

  • Shall serve on the RHA Finance Committee, directed by the RHA Director of Finance;

  • Attend the RHA Mixer and Leadership Night

d.     Secretary shall:

  • Attend all Community Council meetings;

  • Take accurate minutes during Community Council meetings;

  • Distribute minutes promptly after meetings to the rest of the Community Council Executive Board members, Floor Presidents, ARD, and RHA liaison;

  • Work with the President to prepare an agenda;

  • Work to publicize Community Councils events;

  • Be the council liaison between the Executive Board and the Floor Presidents;

  • Facilitate the recognition of hard working council members, especially Floor Presidents;

  • Manage OTM submissions and other award nominations for their council;

  • Contribute to the RHA newsletter by reporting on hall happenings;

  • May join and participate in an RHA committee;

  • Attend the RHA Mixer and Leadership Night.

 

e.     Floor Presidents shall be required to:

  • Attend Community Council meetings;

  • Attend RHA general body meetings;

  • Participate in Community Council committees;

  • Serve as a liaison between their floor community and the Community Council;

  • Communicate floor needs to their respective Councils and RHA;

  • Develop and implement floor programs;

  • Aid their Resident Advisor;

  • Work in conjunction with their Council and RHA to publicize events;

  • Attend the RHA Mixer and Leadership Day.

Other Student Organizations within the Office of Residence Life
 

SCOPE (South Campus Organization for Programming Excellence)

On South Campus, community members join to create the main body of SCOPE.  With a less formal structure than other Community Councils, the group is open to participation from all other students.  SCOPE has some of the largest programs on South Campus including a Welcome Back Carnival, a Casino Night and a Homecoming Bonfire.
 

NRHH (National Residence Hall Honorary)

The Syracuse chapter of the National Residence Hall Honorary represents ?the top 1% of student leaders? in the residence halls.  Members are inducted each spring semester based on academic achievement and service to residence life.  Inductees have demonstrated outstanding leadership in the residence halls.  NRHH is dedicated to recognizing community members for their leadership efforts.  The OTM (Of The Month) program is a way for everyone to participate in NRHH recognition efforts. 

LCAB (Learning Community Advisory Board)
This recently formed advisory board is comprised of students from every residential learning community.  In addition to providing feedback to learning community faculty and staff, they also run a variety of programs.
